As part of the enabling environment for business, the regulatory
framework governing the activities of companies results in both
efficiency and compliance costs. In order to improve the enabling
environment, it is important to understand the effects regulations
have on businesses.

GBD has the experience required to not only study the effects of
regulations but to engage with industry and governments on
improving the regulatory environment.

ASSIGNMENT: Counting the cost of red tape for
business in South Africa

Client: SBP (UK's DFID - Commark Trust & the BLCF), South Africa

Overview: Worked in a team undertaking a South African Regulatory
Compliance Cost Study.

Conducted an in depth review of the regulatory framework, as well as
studied its effect’s on the private sector.

Managed a process of data collection and analysis (quantitative and
qualitative). Based on numerous focus group meetings and a survey
of 1800 businesses

Worked closely with various industry associations, mobilizing
support for an improved regulatory framework.

Recommended the creation of a regulatory impact analysis capacity,
able to review the costs and benefits of regulations.
